Explanation

ExplanationEnvironment Protection Administration (EPA), Executive Yuan promoted the use of of environment protection marks since 1993. The design is " A green leaf is wrapping the purely clean and unpolluted earth", in which the green leaf represents "Recyclable, Low polluted, and Energy saving" concepts of green consumption. The earth wrapped by the leaf means that green consumption is a global concept without boundary.

So far the Government has provided various stadandars of sixty-two products publicly as the thresholds for manufacturers to apply for the authorization of using the marks of environment protection, and the number of the marks issued has reached 1.36 billion and higher. The performance of implementing the policy is ranked the 5th in the world, and the 2nd in Asia.

Government Procurement Act has been promulgated by presidential decree on May 27, 1999, of which Article 96 stipulates that “An entity may provide in the tender documentation that preference shall be give to a product which has been permitted to use a label (mark) of environment protection approved by the government, and in addition has the same of similar functions. The said preference may include a price preference on not exceeding ten percent …”

The so-called product “which has been permitted to use a mark of environment protection approved by the government” stipulated in Paragraph 1, Article 96 of Government Procurement Act (which is called the mark of environment protection) is the one belonging to the categories announced by EPA that should be labeled with mark of environment protection if it is approved by EPA to launch to market, and also conforming to one of the following requirements (which are called the products of the 1st catagory):

  1. It is permitted by the government to use the mark of environment protection approved by Environment Protection Administration, Executive Yuan.

  2. It is permitted by the foreign government making a mutually recognized agreement with our government, to use their marks or labels of environment protection. According to Paragraph 1, Article 96 of Government Procurement Act, a product or its raw material manufactured, used, and disposed of in such manner that conform to recyled materials, returnable products, low pollution, or energy saving requirements is the one that does not belong to the categories announced by EPA that should be labeled with mark of environment protection if it is approved by EPA to launch to market, but is regarded as conforming to the manner stipulated in Paragraph 1, Article 96 of the present law, and has got the official documents of proof issued by EPA (which is called the product of the 2nd catatory):
    EPA is proceeding in active manner to encouraging the government agencies to make purchasement of qualified products proved with marks of environment protection, and hope that the concept of making green purchasement may can be expanded from government sector to various business entities, and even further to all consumers. The final goal is forming the new social culture of green consumption in the 21st century.
