  1. The Tricky Scratch-and-Win Lottery Used by Frauds

    Fraudulent groups distribute flyers for the Gua-Gua-Leh or Scratch-and-Win Lottery by mail or by inser them inside newspapers. They also print a lot of posters announcing lists of alleged winners, the prizes they have won, and the amounts of prize money involved. In addition, these deceptive parties try to establish credibility by designating a famous enterprise as the sponsor of this activity and identifying certain professionals as supporting witnesses.
    The fraudulent groups state on posters that anyone can be a happy winner if he/she receives the lottery ticket a nd scratches the surface, and these fortunate people will win great prizes such as a large amount of prize money, automobiles, or computers. However, when the winners call the special phone lines and try to get connected to the specified ex tension number, they sometimes end up getting connected to houses leased temporarily by the scam groups. When enquiring about the lottery activities, callers are always asked for prepayment of tax at 15%. Alternatively, winners are required to join a group through payment of membership fees , especially if the winners want to bring their prizes home. Some "winners" tend to follow the frauds’ instructions and pay the so-called taxes or membership fees by remit ting money to the specified accounts, but they soon find out the truth. All the residents in the buildings at the addresses given by phone are gone, or the addresses announced on posters or lottery tickets cannot be found or are in fact not registered.
     
  2. Crimes committed by Gua-Gua-Leh frauds:

    The deceit followed in Gua-Gua-Leh cases is an ordinary crime of fraud as stipulated in Article 239 of the Criminal Law, which means that deceivers attempt to take money or other properties illegally from people though deceit. Unaccomplished offenders will also be punished according to this regulation.
     
  3. How should people protect their interests?

    The deception used in the Gua-Gua Leh lottery scam involves pre-arranged criminal actions taken by decei tful groups. People should watch out for easily-obtained winnings from lotteries by taking some measures of prevention. For example, they can ask governmental tax agencies how they should go about claiming so-called prize money or pay taxes for their winnings. Or they can go to posted addresses themselves to find out if such public announcements on posters or lotteries are fraudulent. In summary, tricks in carrying out deceit are common, and we can protect ourselves. Reduce the probability of suffering losses by keeping cool and control ling the urge to be greedy. It helps to stop, listen, and watch with utmost caution , and report any instance of deceit or fraud to the police
